Transporte Urbano Comarcal, operated by Moventis TCC Pamplona, added 16 new hybrid buses with gas-electric motors to its fleet last week. These vehicles are powered by compressed natural gas (CNG) with a Renewable Energy Guarantee of Origin (REGO). These buses make use of the natural gas supply installation for the fleet of villavesa buses located at the Transporte Urbano Comarcal depots.
37% reduction to the TUC carbon footprint
The 16 new buses are New City C 320 models from SCANIA: six of them are 18-metre articulated vehicles with 147 spaces (39 seated) and the other ten are 12-metre rigid vehicles with 92 spaces (24 seated).
It should be noted that the first 13 CNG-powered vehicles joined the fleet in July 2022 following approval by the Association of Municipalities of the Pamplona Region (MCP) in 2021 of the 2nd Cleaner Energies Plan for the TUC aimed at the gradual replacement of polluting buses. More CNG-powered buses were added to the fleet subsequently: six in July 2023, six in October 2024, ten in July 2025 and six more in December 2025.
It is important to point out that diesel has always been the fuel used to power villavesa buses since this service was launched in 1929, more than 90 years ago. The switch from diesel to new buses powered by Gas from Renewable Sources serves a dual purpose: firstly, the new villavesa buses are “clean vehicles” with no impact on urban air quality, thereby complying with the future Pamplona Low Emissions Zone; and, secondly, they are “carbon neutral” given that they use gas with a renewable energy guarantee of origin and therefore consume a fuel equivalent to the same volume of biomethane injected into the network.
Since the association of municipalities began to measure and certify the carbon footprint of its services in 2014, its impact on Transporte Urbano Comarcal has already been reduced by 37% up to 2025—from 14,291 to 8,999 tCO2eq—despite the fleet having grown by 22.3% (31 buses) in that same period and the number of kilometres travelled per year having increased by more than 386,000 (5.1%).
A fleet of 172 vehicles with an average age of 5.46 years
It is worth mentioning that 14 of the oldest vehicles will be retired by the end of the year, meaning that the TUC fleet will then consist of 172 vehicles with an average age of 5.46 years. Of all the vehicles in the fleet, 65 are articulated (18 metres), 105 are rigid (12 metres) and two are 10-metre buses.
With the addition of these new vehicles, Transporte Urbano Comarcal now has 66 hybrid diesel-electric vehicles, 26 electric vehicles, 45 vehicles powered by gas from renewable sources and 12 hybrid gas-electric vehicles. In other words, 87% of the fleet consists of environmentally efficient vehicles.
Efforts by the Association of Municipalities of the Pamplona Region to renew and grow the fleet
The association of municipalities wishes to highlight its efforts to renew and grow the fleet since the start of the current service contract on 1 January 2024. Specifically, a total of 57 buses have been added over these three years: 19 electric and six gas in 2024; 16 gas in 2025; and another 16 gas in 2026. Furthermore, the size of the fleet has grown from 159 buses at the start of 2024 to 172 at the end of this year, an increase of 8.2%.
This development of the fleet forms part of the operational services provided on a daily basis by Moventis TCC Pamplona, the company responsible for managing Transporte Urbano Comarcal.
